Solution:
1- download the plugin
2-in the path "cordova-plugin-googlemaps\src\android\frameworks\tbxml-android.gradle",
replace
implementation(name:'tbxml-android', ext:'aar')
by
`implementation(name:'tbxml-android', ext:'aar'){
exclude group: 'com.android.volley'
}

implementation 'com.android.volley:volley:1.2.0'`

This is due to using an old Google Maps SDK com.google.android.libraries.maps:maps:3.1.0-beta. When using a newer SDK this is not necessary.
