Torch CPU index is missing torchdata==0.11.0

```bash
# installs torchdata==0.11.0
pip install torchdata

# installs torchdata==0.10.0
pip install torchdata --index-url https://download.pytorch.org/whl/cpu
```

Any chance it'd be possible to push 0.11.0 to the torch CPU index @divyanshk?
