build: tag-triggered releases

Releases could be generated automatically on tag upload.

For generating changelogs it would be worth checking out https://github.com/orhun/git-cliff-action. This workflow allows to upload files and generate changelog to use as release body on the fly.

Considerations:

• How to provide builds for packages for each distribution (workflow structure)?
• How to structure pipeline to trigger builds for master builds?
• How to structure pipeline to trigger packaging on tag builds (and preferably use artifacts from the master builds)?

When tag is pushed the binaries need to be rebuilt as well, because they won't have the correct compiled in version.
