Update rules to match new Auth0 rule style

[Auth0 example rules](https://github.com/auth0/rules/tree/master/src/rules) may have changed their style from `var` to `let` and `const`. Determine if this is the case and if so, update the README in this repo to reflect that and update the rules in this repo to conform to the new style.
