Include html5check.py in npm version or provide a CLI

While Grunt and Gulp are great tools, there is an easier method to provide task management using npm scripts.

In order to get this to work, there needs to be a CLI version to execute. In this case, simply removing html5check.py from the .npmignore would allow for this.
