Avoid reordering when writing wpt metadata #2384
Description
Apparently we sometimes create conflicting PRs that require manual resolution when writing metadata to https://github.com/web-platform-tests/wpt-metadata/ due to reordering fields in the YAML file. We should try to preserve order as much as possible.
