Time location not rendered at the beginning of a sentence

Some examples (list below) require a time location to be the first element of the sentence. This was done in the older examples with :THEME, but this appears to not have an effect now.

An example "In 1990 he studied" would be rendered as "He studied in 1990"

Examples affected are BEHRENS4 and BEHRENS6 from the Komet set.
