Implement framework launcher #3
Description
Features:
- manages PID file to be created when e.g Felix is being started and stopped. This PID file will be tested by OSGi Toolkit Instance plugin to determine if instance is running and consumed by tasks
osgiUpandosgiHalt
Most probably there will be needed separate launcher for each OSGi framework.
