Deploy Actor Framework as an LVAddon for LabVIEW 2023 and later, while preserving compatibility with LabVIEW 2022, 2021, and 2020.

We have a pull request on icon editor that contains logic for install/uninstall steps to deploy to the Additional LVAddons folder / LVAddons folder.

Once the PR is merged, we will modify the CI/CD's VIPB from this folder to reuse the install/uninstall logic from icon editor.
