Move Actor Framework palette out of "Data Communication" #29

Discovery of Actor Framework is poor because the palette is buried inside the "Data Communication" palette.

A top-level Actor Framework palette.
Describe alternatives you've considered
Another solution might be a top-level "Frameworks" palette where AF, DQMH, etc. could all put their own respective palettes.
Additional context
The other APIs are lower level than a framework.
