Simple as the title says, this CVAR has no effect ingame.

Easily tested by setting mv_speed_riflesights to a value like 300 (higher than sprinting), giving yourself any rifle weapon (I've tried all firearms with impulse 101 on a local server) and aiming down sights and moving.

Setting mv_speed_sights to a value like 300 while keeping mv_speed_riflesights at default will demonstrate that all guns, including rifles, move at the higher speed. So, this CVAR has no effect.

Assuming it was to operate, I would believe weapons like the SKS, M16A4, Sako 85 and FN FAL would penalise your movement while aiming down sights more than the Beretta, M1911 and Ruger MK3.

Reporting, since it's a "bug". I don't expect this one to be fixed.
