[public-1.14.0] sv_barricade_cooldown bugs out barricade spots when non-zero. #1568

Whenever a barricade is destroyed when sv_barricade_cooldown is set to a non-zero value, unexpected behaviour occurs. The physical collision of the planks remain in place, and zombies will not attack or path around them. Players will also collide with them, and they never "reset" to allow you to rebuild the barricade.

This can be seen with any barricade point, by setting sv_barricade_cooldown to 1 or higher, and breaking it through any means. I have tested explosives, weapons from me and letting zombies break it down, all result in the same bugged behaviour.

I safely assume what is meant to happen, with a value of sv_barricade_cooldown 15 as example, is if the barricade points are broken by any means, they incur a 15 second cooldown before allowing me to place another. This could be handy for mappers, or servers to prevent rapid rebuilding. It would probably be good to reset the cooldown on wave end or something too, if I was to suggest any potential improvements on top of reporting it.

Reporting, since this is probably not how it's meant to work.
