VCR.SearchIssuedVCs(): revocation status is incorrect for did:web credentials

These use StatusList2021, but it uses the verifier's revocation registry, which isn't populated until the credential is actually verified (meaning it could be stale, especially if the issuer doesn't actually consume these credentials).

`SearchIssuedVCs()` should use the issuer's revocation status instead.
