Allow filters to be reordered on the screen

The current filter order is caused by implementation detail in finding the categories. The user won't have a clue. They might prefer a different ordering. It would be nice to allow the ordering to be manipulated visually and persisted.

No UX is yet planned for this. Open to suggestions.
