MAJOR Upcoming Program (park) prefix changes

Park prefixes are in the process of being changed to align with ISO-3166-2.

As an example, all US parks will change from a K prefix to a US prefix.

Looking at the code it doesn't appear there needs to be a change to support this. The only validation FLEcli does is to match this pattern "AA-CCCCC: AA = national prefix, CCCCC = 4 or 5-digit numeric code" so the new format should validate fine too.

Thank you @k0emt to draw our attention on this and providing the documentation. I relaxed the validation rules for POTA references some time ago. Good to know that it passes the new format (thank you @nicheath for checking this). But It is, IMHO, worthwhile to document this in the code and add some tests to check that it still passes.
