Update to 23.09

• Modify locations to search for OR, JAR, and JVM
  1. Default location for OR is default install location; environment variable can be used to override
  2. Default location for JAR is $(OR)/OpenRocket.jar; environment variable can be used to override
  3. Default location for JVM is also in installed OR; environment variable can be used to override
• Update README.md file
• Update orhelper version to 23.09. Keep versions in sync going forward
