Automated release pull requests fails CI checks instead of exiting as a no-op or skipping

E.g. https://github.com/openshift-helm-charts/charts/actions/runs/16816067675/job/47633080112 in the Charts repository, this pull request is an automated release pull request. I can't remember the historical path this type of pull request would take, but it seems the CI workflow (that checks chart submissions) is triggering and failing because of the content of the pull request.

Release pull requests will always include non-chart content.

We need to investigate if the logic to detect a release PR is not working as expected (https://github.com/openshift-helm-charts/charts/actions/runs/16816067675/job/47633056579), and confirm the appropriate path the CI workflow should be taking for release pull requests
