The changes done here will update the RHCOS release-4.16 bootimage metadata and address the following issues:

 RHEL-135348 Backport https://github.com/coreos/coreos-installer/pull/1699 [rhel-9.4.z]
COS-3518 [coreos/coreos-installer] Args passed via `--firstboot-args` are lost if also using `--config-file`
