Allow sub-folders in the scenarios folder

It would be nice to allow sub-folders in the `scenarios` folder. Currently, there are many `.yaml` files in the `scenarios` folder, it would be nice to allow yaml files to be put in sub-folders (and still being picked up by runners) to help with organization
