Support legend layer groups in configuration

When configuring which layers are eligible for selecting, it should be possible to add an entire legend group without having to specify each individual layer.

Also if a legend group is added, it should be possible to configure layers from that group that is excluded from election. Pretty much like configuring group layers that is.
