Generate ApiSettings class

Generated Resource tests are using the Apisettings class. Which should be generated.

Like the idea, not 100% sure this is the right package to be honest. We can either do it here, or work out https://github.com/php-api-clients/skeleton that can be used with composer create-project to generate all the basics of a client include ApiSettings. A third option would be to do it here first and later on move it to the skeleton package.

I'm trying to create my own client for toggl, I will report more issues. But I'm not sure where to create them. Feel free to close them or point me at the right project :-)

If you like you can create PR here adding a generator for ApiSettings, that would be a start. Take a look at the Travis client, it is nearly done and pretty much feature complete. Feel free to ping me on twitter when you're not sure where to report issues, all feedback is much appreciated and valued 👍 .
