provision-by-terraform.yml: terraform -version outputs unexpected version

In #1748 we've started to use mise for setting up Terraform. And now I've noticed that mise installs one version (1.12.0) but terraform -version shows another version (1.11.4), from the Terraform bundled with a runtime image:

I thought that it's related to the directory where a command is executed and in a66315f commit I've changed the directory to infra/terraform but it didn't help.

Did you ever find what could be the root cause of the issue? I'm still experiencing this issue with Terraform.
