Snippets of transmission ends up on wrong frequency

When staffing MSP_DEL (133.200), snippets of transmission are broadcasting on MSP_CTR (133.400). I had RX enabled on MSP_CTR, but not TX. It would only be a brief half-second (or less) transmission, and then the rest would end up on the original frequency. Others on the CTR frequency also heard the brief snippet.
