Implement `isfinite` function

### Description

We have all the pieces (`isnan`, `isinf`), but we don't have `isfinite`. Something like:

```py
def isfinite(x):
    return pt.bitwise_and(~pt.isnan(x),  ~pt.isinf(x))
```

Maybe there are more cases I'm not thinking about.
