Export content with special characters destroys only in Windows

I am trying to export a content with special character (Chinese text) to CSV, but it displays very odd text.

This text 趣味普通話 becomes 趣味普通話 in exported csv file when opened in windows.

However, the same downloaded file displays correctly in mac. This problem is only in windows

Please suggest.
