[FEA] Speed up nvForest for shallow trees using Hummingbird algorithm #69
Description
nvForest has many advantages over the legacy FIL (cuML older than 25.08) but it is not as fast for models with shallow trees.

- Verify the feasibility of the Hummingbird algorithm in Python (cuPy + nvmath-python)
- Implement Hummingbird in FIL C++
