Actions should not be visible on a group that you are not a member of

As a user logged in w/ Keplr, I can view any group page. This is a nice feature (to see public group information), but we should probably not display the "Actions". It currently gives the impression that any user can trigger actions on any group (even though this transaction would of course fail on-chain):
