feat: Support for running daemon-less

Hi,
It would be nice to run Argus daemon-less : the use case I see is running Argus as a CLI-tool on a local machine or in CI using a scheduled build (and abusing of the cache to store the database).

That way we could have Argus send its notifications without hosting another service :-)
