Force PEP 503 Name Normalization

We have references to (for example) -

ukrdc-database
ukrdc_database
ukrdc.database

Etc. as package names.

Poetry etc. will normalise them as per PEP 503, so there shouldn't be duplication etc. but "best practice" is to make sure you're using the standard name which is found by

• converting to lowercase
• replacing runs of -, _, and . with a single -

Feels like something we should do in tox not an action. Anything added to the tox file will still fail the action so you get two for one
