github-ci lint --fix should add basic permissions to the workflow instead of returning (permissions) Workflow is missing permissions configuration

@yonas, automatically adding restrictive permissions (like contents: read) could break workflows that require write access. It's better to add permissions intentionally based on what each workflow actually needs.
