[Feature Request] Reimplement Torchruntime

[Torchruntime](https://github.com/easydiffusion/torchruntime) was removed in [version 4.0.0](https://github.com/rootLocalGhost/ArtTic-LAB/releases/tag/4.0.0) and should be re-implemented. This will alleviate the need for custom detection code and allow users to install ArtTic-LAB without knowing as much about their GPU.
