Github Action Build and Push Docker Image encounters the following error. Version 4 is available in the release at https://github.com/sigstore/cosign-installer/releases/tag/v4.0.0.

Error: Unable to resolve action `sigstore/cosign-installer@v4`, unable to find version `v4`

Workaround: Rollback sigstore/cosign-installer@v4 to sigstore/cosign-installer@v3
