Add FrankenBlast SBI++ Model from Anya Nugent. Includes photo-z support, redshift up to z = 1.5, and a better photometric noise model used in the SBI++ training.

Describe the solution you'd like
- Implement new SBI++ model and simulated photometry files
- Adjust workflow so that photo-z estimation happens before local aperture computation, when necessary
- Add logic to distinguish cases when spec-z versus photo-z model are used

Additional context
FrankenBlast model will be published in Nugent et al. in prep. Note model currently does not use SDSS, but Blast will ideally use an alternate model that does have SDSS.
