GPU-only reporting does not factor in CPU

Comment: In the training estimation, I noted that BLOOM estimation focuses on GPU cost - same comment as above, CPU cost could be large depending on the model

We need to make sure that CPU is included and that we have a reasonable estimate / back-fill when it's not
