Make course numbering deterministic

Right now, when a course is removed, colors can get reassigned, which could be confusing for users. Write an algorithm that keeps colors the same while avoiding collisions.

Maybe could add saving the color to localstorage, but not high priority since it's more acceptable for colors to change between sessions
