New Project Panel

When a user drops in a project or uses the file menu to open a project, we need to present a panel that let's the user specify which code-signing identity, provisioning profile, etc to use for the project. We should be able to pull up the same panel later to change a project's settings.

Maybe a panel isn't the best way to do this. Multiple panels is kind of annoying. I'm thinking maybe a split-view with the configuration stuff in one of the panels would be better.
