Issue with release-plz

What happened
release-plz workflow runs on pushes to master branch. But it should create a PR, not directly trying to publish to crates.io. E.g. https://github.com/shell-pool/subprocess-inject-env/actions/runs/15540513537

What I expected to happen
Create a PR to propose version bump
