Issues with current eon metrics

The current eon metrics has some issues:

• It gets loaded from the DB, and even though the activation block number is not reached yet, if the table has the eon number, the Keyper shows the current eon as that latest eon
• It is also not updated when the batch config event is started, and requires a restart
