Solana dataservice: expose last block timestamp metrics #397
Description
We need a way to monitor the healthiness of the data service. To not rely on any other source of data, the simplest way is to expose the timestamp of the last ingested block to compare with the current time.
It may also be useful to report the local time of receiving the last block.
