Console improvements for standalone installation #1890
Description
- Move some commands to their own packages so that they aren't installed with the standalone cli
- Hide these tempest commands when you're running it as your own binary (possibly needs a toggle on the
ConsoleApplication) - I would also group the Tempest commands into a special group when you're still using the tempest binary but in your own projects
