Any one know how to use adb ?

Hi, i am in china . i found NTP server is not use in China. So i want to change it. but i found i cant find how to use adb. the wifi adb debug need wifi connection. use USB line connect to PC, its not work. Any one know how to use adb ? Thanks.

cm4用U盘都不行啊只能U盘鼠标啊不知道咋回事usb调试也不能和电脑连接没反应
