Target system is not functioning

The target system does not respond to having certain items checked at least for the forms.

Will need to add boolean system to flag processes and form maps for each target and sort at the process level.

Do it like 'isChangingLegalName' or 'isChangingLegalSex' to assign values and then add checks for guide sections and form maps.

The current system will just need a patch instead of any removals as the isChangingLegalName variables are working just fine even if the forms are still showing up.

Adding the boolean checks and properties should fix the issue.

This will likely also fix the order issues for the guide sections and forms. Otherwise it will need to be placed as a separate issue.
