1.8.6 Linux assets missing runtime dependencies

The 1.8.6 tarball and Debian package both fail to run. It looks like prior versions had the required .NET runtime dependency included but 1.8.6 is missing them.

There were a bunch of problems with 1.8.6. I recommend not using it in any way. I've marked it as pre-release until I'm able to put time into resolving any of the issues.

Gotcha, thanks. I wanted to update since 1.8.5 seems to have a lot of problems with Wayland and is now refusing to open saved trackers, which are separate issues (but was hoping 1.8.6 would fix them).
