New Phase To combine same-net trace segments that are close together

I think it's best to implement as a new pipeline phase to split up the logic

I've managed to replicate the issue and have a working fix.

Implementation details:
I implemented a SameNetTraceMergeSolver that runs after the cleanup phase. It extracts parallel segments, filters them by GAP_THRESHOLD (default ~0.15), and merges them if they share the same globalConnNetId.

I tried to make the logic robust so it doesn't create crossings or infinite loops, but I'm not super knowledgeable in electronics, so I'd appreciate a double-check on that part to ensure I'm not merging things that shouldn't be electrically connected.

I've added two new test pages (SameNetTraceMergeSolver01 and SameNetTraceMergeSolver02) to verify it merges correctly and doesn't merge different nets.
