Replace web search/web fetch/repo-explorer references with ttal explore in Tools sections. Each agent's description adapted to their role: - Athena: primary research tool - Inke: grounding plans in reality - Kestrel: tracing upstream bugs - Quill: studying reference implementations
Planners (designers, researchers, fixers) should focus on strategy, not manual searching. ttal explore --project handles codebase investigation with a fast capable model. Added explicit "Never Do" rules for all agents.
