GNU/Debug/RAP/HRRRv5 test failing

The following test is failing during runtime:
compiler: GNU
build-type: Debug
IC source: RAP
Physics Suite: HRRRv5

Testing with GNU in the configuration is new, so it's not apparent when/where this began occurring.
Until this issue is resolved, the test will been excluded from the CI tests

To reproduce the failure, remove "exclude" command from CI script.

Documenting our discussion of this issue at the 9/24/25 code discussion meeting:

• We hope this issue does not exist with the Intel compilers. Will evaluate once those tests are ready.
• Believed to manifest through water budget issues in the RUC LSM. Will likely require deep interrogation to determine where, how, and why.
• This is emblematic of why we test with multiple compilers: different standards and implementations within those compilers can lead to one compiler highlighting an issue that another does not, and vice versa.
