[Cartographer] Role membership backup #262

Is your feature request related to a problem? Please describe.
Cartographer is kind of all or nothing cog. While very useful, it needs a bit more effective options of what you can/choose to backup and restore.
Describe the solution you'd like
If someone deletes a role with a ton of members, you likely aren't wanting to restore the entire server for just one role. Even so, it does not log user membership, so while useful in getting back a "Template" in the form of roles/permissions, it does so without adding back roles to the users effected,
Describe alternatives you've considered
This is the only cog of its kind that I am aware of. We don't use it currently due to its all or nothing nature.
