Change from checked `WldtDigitalTwinStateException` to unchecked `IllegalArgumentException` in constructors for DigitalTwin State elements

Just as the title says, this would remove some of the try/catch hell that we're experiencing in the library..

What is this exception trying to capture at design time? There is not a lot that can be done to fix if the parameters are null, or maybe I'm missing it...
