Support v3 API of ETCD server #4697

Current Limitation
Currently, API Manager only supports the ETCD v2 API, which has been deprecated [1] and is no longer supported in newer versions.

Suggested Improvement
To continue supporting the use of the ETCD server for the token revocation feature with gateways such as CC, APK, and MGW, we need to provide v3 API support in our implementation.
