Currently Bijira follows below scale methods and configurations

ENV	Scale to Zero	Min Replicas	Max Replicas
US DEV	Disabled	1	2
US STAGE	Disabled	2	5
US PROD	Disabled	2	5
EU DEV	Disabled	1	2
EU PROD	Disabled	2	5

Are we following the same for AI Workspace as well?

Note that keeping Scale to Zero disabled in lower environments helps surface issues that appear only with multiple replicas.
